Policy and Procedures for RPL

The National Qualifications Authority (NQA) continues to strive for the importance of vocational education and training to be recognised in the Republic of Kosovo, in politics, in education system overall and in the labour market. The implementation of a process to recognise the prior learning of individuals will reinforce the NQA’s commitment to providing a robust vocational system for all, to increase adult employment, and to upskill the labour force appropriately. This document has been developed in consultation with NQA’s stakeholders and it provides clarifications of the MEST Administrative Instruction No. 31/2014 for Prior Learning Recognition. It should be read in conjunction with the MEST Administrative Instruction No. 29/2014 regarding the Criteria and Procedures for the Validation and Approval of National Qualifications and Accreditation of Institutes that provide Qualifications in Kosovo. Furthermore, it takes into account the international developments in Validation of non-formal and Informal Learning (VNFIL) and is compliant with the European Guidelines1 issued by Cedefop. The document lays out the responsibilities of the relevant stakeholders involved in the process of RPL, including the National Qualifications Authority, providers (accredited education and training institutions, public and private), practitioners and candidates as well as other actors involved in the process, such as social partners and businesses. It provides guidelines to be followed and requirements to be fulfilled in order to build and maintain a robust system of validation of prior learning. It is intended to help providers and other organisations involved in the process of recognition of prior learning through the award of NQA accredited qualifications, to develop or update their own polices and guidelines for RPL implementation in order to meet the requirements of the NQA as specified in this document.
