Development of Quality Assurance, Accreditation and Development of NQA&NQF in Kosovo



The project will specifically support the development of quality assurance system, qualifications and accreditation in Kosovo, especially in Vocational Education and Training ('VET'). This project will support the development and capacity building of the National Qualifications Authority of Kosovo and the implementation of the National Framework of qualifications in accordance and in line with the European Qualifications Framework ('EQF').



Supporting the Government of Kosovo in order to improve the quality and efficiency of education for lifelong learning and employment prospects.


Task 1: Up-date policy and criteria for the leveling and alignment of qualifications with the NQF


Task 2: Review, development and validation of VET qualifications


Task 3: Occupational Standards and the elaboration of Qualifications


Task 4 : Quality Assurance Framework


Task 5: Awareness raising, communication and dissemination



Institutional and capacity building for beneficiaries institutions and  relevant stakeholders.


To produce essential material and operational tools related to the legal framework of qualifications and VET quality assurance, the National Qualifications Law and to establish the effective functioning of quality assurance in Kosovo and the implementation of the National Qualifications Framework


To develop and implement the legal framework and infrastructure for accreditation of VET providers, with national standards established and with monitoring and review systems set up for VET Qualifications in alignment with the European Qualifications Framework (EQF)


To produce and advance VET qualifications, curriculum materials, quality assurance manuals and guides


To strengthen and develop the technical and administrative capacity of the

National Qualification Authority and of the other relevant beneficiary institutions and partners which are part of the accreditation and quality


To raise awareness amongst the wider public regarding the role and functions of the NQA and NQF assurance system and involved in the implementation of the National Qualifications Framework (NQF)



 The Ministry of Education, Science and Technology (MEST) is referred to in the ToR (section 4.1.1) as the “lead beneficiary”.

Because of the comprehensive coverage of the NQF, all sectors of the Ministry potentially have an interest in the project, including General Education and Higher Education. However, the specific targeting of the VET sector in all Tasks of the project means that the VET Division of MEST must play a central role in all activities of the project. It should be noted that the Division on Special Needs Education should be regarded as a specific beneficiary of one of the activities in Task 2.3.


Target groups

 The institutions playing a central role in all Tasks of the project are:


  •  National Qualification Authority (NQA);
  •  Council for Vocational Education and Training (CVET).


Other beneficiaries of the project


  •  Ministry of Labour and Social Welfare (MLSW);
  •  Central level institutions with responsibilities in education and VET including inspectorates, and those responsible for developing certificating or quality assuring qualifications including employers’ organizations and professional associations;
  •  The Social Partners – the Kosovo Chamber of Commerce (OEK) and the Union of Trade Unions of Kosovo (BSPK), Kosovo Business Association (KBA);
  •  Teachers and learners/students;
  •  Local communities, including representatives of minorities and of persons with disabilities, who are the final beneficiaries of the assistance.

Starting Phase

• Nomination of MEST Coordinator

• Updates on the status and institutional construction plan of NQA and CVET

• Establish a working group to NQA and CVET: Review of sub committees and allowing changes if necessary

• Review of Quality Assurance Strategic Group based on  work done in KOSVET II and the establishment of QA Strategic Group

• Define the general terms for all working groups involved

• Adoption of the common understanding of the definition of qualifications '' basic” Task 2.2

• Plan for capacity building and training needs associated with activities for institutional and capacity building
